No vulkan???

Please explain why my mali t860 gpu for my lg x charge doesnt have vulkan? When on this site

It says i have it. And it reconfirms here as well.

The LG X charge has Vulkan yet the VulkanCapsVeiwer app says i do not have it. The PPssPP emulator also says i do not have vulkan support. Is there a way to update my phones software? Because the hardware is supposedly compatible.

What version of Android do you have?

Vulkan support is up to the device vendor, so even if you’ve got a device with a GPU that could run Vulkan the vendor (in your case LG) needs to implement Vulkan support for that mobile. So if you’re on the latest version available for that phone and there is no Vulkan support you need to ask LG.
