    Ability to Trim a Cone

I would like to create a cone that does not have a radius of 0 at the smaller end of the cone. Or in other words, I want to draw a true cone, and trim off the part that I do not need. So the end product would be a circle with radius of ten inches connected to another circle of radius 8 inches, with the tapered walls between the two. Any help would be much appreciative.
